The study compares various forest management measures and their possible impact on the implementation of the climate goals of 2030 and the 2nd half of the 21st century in the LULUCF sector, including an assessment of the impact of restrictions on economic activity. The study concluded that targeted forest management can ensure the achievement of climate policy goals in the LULUCF sector, if the area of managed forests is not reduced and additional measures are implemented to reduce GHG emissions and increase CO2 sequestration. A mandatory prerequisite for achieving climate goals in 2030 and in the 2nd half of the 21st century is the afforestation of the agriculture land of organic soils. In addition, it is necessary to ensure the preservation of existing drainage systems, to take measures to improve the hydrological regime for at least another 240,000 ha area, 64,000 ha of forest are should be planted, forest fertilization and use of wood ash should be carried out 10–15 years before restoration felling 8.5 thousand ha and after 2050 should completely replace agricultural peat products.
