Developing a matrix for changes in forest land use for incorporation in the national report on the inventory of hothouse gases following Section 3.3 and 3.4 of the Kyoto Protocol

Study sopported by the Ministry of Environmental Protection and Regional Development of the Republic of Latvia

The tasks of study are:

1. to develop an instruction that includes definitions of the measures mentioned in Articles 3.3 and 3.4 of the Kyoto Protocol and other types of land use in accordance with the requirements of the Intergovernmental Panel on Climate Change 2003 Good Practice Guidelines for the Preparation of National Greenhouse Gas Inventories of Land Use, Land Use Change and Forestry;
2. to prepare the land use balance for 2008 according to the data of the Statistical Inventory of Forest Resources;
3. to identify areas belonging to the activities corresponding to Articles 3.3 and 3.4 of the Kyoto Protocol in the sample plots of the Statistical Inventory of Forest Resources database;
4. to recalculate SEG and CO2 capture of the land use balance in the areas belonging to the activities corresponding to Article 3.3 of the Kyoto Protocol;
5. to recalculate the balance of land use, greenhouse gas emissions and CO2 sequestration in the areas belonging to the activities corresponding to Article 3.4 of the Kyoto Protocol.
